Hélène Flautre ,The Chairwoman of the European Parliament’s Subcommittee on Human Rights, invited Bahey Eldin Hassan, director of CIHRS, to present the assessment of CIHRS to the situation of Human Rights in the Arab World in a workshop entitled “Human Rights in the Arab Word: focus on the Arab Charter on Human Rights”, which will be held tomorrow the 3rd of November in Brussels.

Signature of the Egyptian government on the EU-Egypt European Neighborhood Policy Action Plan was aspired to contribute to taking concrete steps towards fostering democracy and human rights in Egypt; nevertheless, the situation on the ground was that 2007 – the year in which the Action Plan was approved – witnessed further retrogression that was especially set forth in the European Parliament resolution of January 2008. The whereases of the resolution described 2007 to be a year of dramatic deterioration of human rights in Egypt.

With reference to your clear policy in support of NGOs' role in the process of development as well as your full adoption of human rights' universal principles, we would like to draw to your attention that the Egyptian Civil society is the subject of governmental vexations since the beginnings of 2007. This assault that aims at limiting the role of the Civil Society in general and NGOs' role in particular was translated by the decision to lockout the Center of Workers and Syndicate Services in April 2007 and the Association of Legal Support for Human Rights in September the same year with no legal grounds or justification. Consequently, the two organizations have filed a suit before the High Administrative Court at the State Council where the cases are currently examined.

A number of human rights’ activists criticized the European work plan with the Egyptian government in the framework of Neighborhood Policy (NP), which surprised the civil society in Egypt due to the fact that it ignored the 2005 recommendations of Egyptian non-governmental organizations –NGOs. The Egyptian government has withdrawn its pursuit of reform in Egypt, while increasing its scope of suppression around the civil society in the country.

Following the meeting of the Association Council between the European Union (EU) and Egypt held yesterday, the International Federation for Human Rights (FIDH), the Euro-Mediterranean Human Rights Network (EMHRN), the World Organization Against Torture (OMCT) and the Egyptian Initiative for Personal Rights (EIPR), the Egyptian Organisation for Human Rights (EOHR) and the Cairo Institute for Human Rights studies (CIHRS) take note of the adoption of an EU/Egypt Action Plan, developed within the framework of the European Neighborhood Policy.
