CIHRS issues new edition of “Independence of the University”

استقلال الجامعةThis morning, March 27, 2014, the Cairo Institute for Human Rights Studies (CIHRS) issued a new edition of “Independence of the University,” a booklet first released by CIHRS in 2007.

The booklet, no. 13 of a teaching series on human rights issued previously by CIHRS, was written by Kholoud Saber, the deputy director of the Association for Freedom of Thought and Expression and an assistant lecturer at the Faculty of Humanities at Cairo University.

The new edition looks at the current state of Egyptian universities and the most significant developments in recent years. It also addresses the concept of independence of universities, looking at the need for universities to be free of control by state institutions and to enjoy financial independence. Such independence allows universities to make decisions about their internal affairs with full freedom, both in terms of academic and administrative matters. It also permits universities to define their priorities in keeping with the principles of transparency and accountability.

The booklet looks at some of the arguments for why independence of universities is critical and lays out some of the most prominent obstacles which prevent this independence from being achieved.
