Who we are:

CIHRS is a unique organization that has demonstrated its integrity in the field of human rights and democracy since its inception in 1993, standing above the politics of national interest groups during the many past and ongoing political storms in the MENA region. As a growing and increasingly influential organization, CIHRS remains resolutely committed to its core principles of respect for human rights and justice.

CIHRS and its partners from across the MENA region have contributed to numerous successful international advocacy initiatives. Among these successful advocacy efforts, national governments were pressured to modify or halt legislation threatening freedom of assembly and association, and powerful international organizations – such as the United Nations Human Rights Council (UNHRC) – were mobilized to take strong stances on repressive governments violating the basic rights of their citizens.

As a regional organization deeply embedded within the human rights movement in the MENA region, CIHRS fosters both strong connections with civil society organizations on the ground and effectively engages with major players in the international community. CIHRS has offices and official presence in Tunis, Geneva, Brussels, New York and Cairo.

Position description:

Objective

Maintains and enhances the organization’s human resources strategies across all of the organization’s offices by planning, implementing, and evaluating human resources policies, programs, and practices and working towards creating better working dynamics between employees.

Tasks

  • Maintain the work structure by updating job requirements and job descriptions for all positions
  • Lead organizational outreach by establishing recruitment, testing, and interviewing templates; counsel managers on candidate selection; conduct and analyze exit interviews; recommend changes
  • Conduct and follow-up on staff relocation procedures
  • Follow-up on probation periods with relevant managers
  • Maintain a payment plan by conducting periodic pay surveys; recommend, plan, and implement pay structure revisions
  • Ensure planning, monitoring, and appraisal of employee work results; schedule management conferences with employees; hear and resolve employee grievances; counsel employees and supervisors
  • Maintain employee benefits programs and inform employees about benefits by studying and assessing benefit needs and trends; recommend benefit programs to management; direct the processing of benefit claims; obtain and evaluate benefit contract bids; award benefit contracts; design and conduct educational programs on benefit programs
  • Maintain management guidelines by preparing, updating, and recommending human resource policies and procedures
  • Respond to staff inquiries regarding policies, procedures, and terms of employment
  • Receive complaints from staff on sexual harassment, harassment, bullying, data privacy, and corruption, in accordance with the CIHRS Employee Handbook
  • Maintain archived human resource records by designing a filing and retrieval system; retain past and current records
  • Develop and implement a risk management program
  • Maintain professional and technical knowledge by attending educational workshops; review professional publications; establish personal networks; participate in professional societies;
  • Design, direct, and manage a process of organizational development.

Skills and Qualifications

  • A bachelor’s degree in business, administration or related field
  • At least five years of experience with managing staff, experience in the administration of benefits and compensation programs, and other Human Resources recognition and engagement programs and processes
  • Decisive thinker able to quickly analyze information and use it to make sound decisions
  • Ability to gain commitment from different quarters in order to benefit the organisation
  • Has the courage and confidence to speak up, and will challenge others even when met with resistance or unfamiliar circumstances
  • Inquisitive and open-minded, seeks out new ways to support organizational development; able to identify and implement best practices
  • Works independently
  • Mindful of costs and expenditures, able to implement organizational processes in a cost-effective manner
  • Human relations handling skills and strong problem-solving skills
  • Strong communication, negotiation and coaching skills
  • Proficient in written and spoken English and Arabic
  • Excellent computer skills in a Microsoft Windows environment. Must be knowledgeable of Excel and proficient in Human Resources Information Systems (HRIS)
  • General knowledge of various employment laws and practices
  • Active affiliation with appropriate Human Resources networks and organizations; ongoing community involvement preferred.

Conditions

  • 1-year contract subject to a 3-month probation period. Renewal subject to evaluation and funding

  • Based: Tunis, Tunisia.
