# Memo to the Cabinet Legislative Committee  CIHRS expresses reservations on proposed People’s Assembly law and adopts electoral system of unconditional, closed proportional lists

[![](https://cihrs.org/wp-content/uploads/2011/11/111111-300x66.jpg "111111")](https://cihrs.org/wp-content/uploads/2011/11/111111.jpg) The Cairo Institute for Human Rights Studies (CIHRS) submitted [a memo to the Cabinet Legislative Committee](https://cihrs.org/wp-content/uploads/2011/12/649.pdf) summarizing its view of the proposed amendments to the People’s Assembly law (Law 38/1972). Despite some positive aspects in the amendments, as noted in the memo, CIHRS has fundamental reservations concerning the electoral system that the amendments adopt. As an alternative, CIHRS proposes a system of closed, unconditional proportional lists. CIHRS sent the memo to Deputy Prime Minister Yehya al-Gamal and Minister of Justice Mohammed Abd al-Aziz al-Gindi.
