--- title: "أكثر من 200 منظمة تدين مداهمة لمقار 7 منظمات فلسطينية رائدة وتطالب على المجتمع الدولي بالتدخل العاجل لحماية المجتمع المدني الفلسطيني" slug: "over-150-organizations-demand-international-community-stand-against-raids-and-closures-of-7-palestinian-organizations" post_type: "post" published_at: "2022-08-22T18:57:02+01:00" modified_at: "2023-09-17T22:39:09+01:00" author: "CIHRS" url: "https://cihrs.org/over-150-organizations-demand-international-community-stand-against-raids-and-closures-of-7-palestinian-organizations/" category: - "البرنامج الدولي لحماية حقوق الإنسان" - "دول عربية" post_tag: - "مفيش حرية من غير مجتمع مدني حر" causes_and_rights: - "الفصل والتمييز العنصري" - "حرية تكوين الجمعيات" country: - "فلسطين" interest: - "بيانات ومواقف" --- # أكثر من 200 منظمة تدين مداهمة لمقار 7 منظمات فلسطينية رائدة وتطالب على المجتمع الدولي بالتدخل العاجل لحماية المجتمع المدني الفلسطيني تعرب المنظمات الحقوقية الفلسطينية والإقليمية والدولية الموقعة أدناه، والتي يتجاوز عددها 200 منظمة- عن تضامنها الكامل مع منظمات المجتمع المدني الفلسطينية، تحديدًا مؤسسة الضمير لدعم الأسير وحقوق الإنسان، مؤسسة الحق في خدمة الإنسان (الحق)، مركز بيسان للأبحاث و المنظمة الدولية للتنمية والدفاع عن الأطفال - فلسطين(DCI-P)، مؤسسة لجان العمل الصحي، واتحاد لجان العمل الزراعي(UAWC)، واتحاد لجان المرأة الفلسطينية(UPWC)، والتي داهمت قوات الاحتلال الإسرائيلي مكاتبها في 18 أغسطس 2022 وأغلقتها، ضمن المحاولات الإسرائيلية المتواصلة لحصار العمل الحقوقي الفلسطيني وإسكات الأصوات المعارضة للاحتلال ولسياسات التمييز العنصري بحق الشعب الفلسطيني. وتؤكد المنظمات المتضامنة على ضرورة اضطلاع المجتمع الدولي بمسئولياته، وإدانة الاستهداف الإسرائيلي للمجتمع المدني الفلسطيني بشكل قاطع، وإدانة التكتيكات المتواصلة لاستهداف وقمع حرية التعبير، كما يتعين على المجتمع الدولي اتخاذ جميع الإجراءات اللازمة لدعم وحماية المجتمع المدني الفلسطيني والحقوقيين الفلسطينيين؛ لضمان تمكينهم من مواصلة عملهم. كانت قوات الاحتلال الإسرائيلي قد اقتحمت مقار المنظمات الـ 7، وأغلقت مداخلها، وصادرت عدة وثائق وأجهزة، كما تعمدت إتلاف أثاث المكاتب ومقتنياتها. وتركت على أبواب المنظمات، منشورًا بالغلق بأوامر عسكرية بموجب المادة 319 من أنظمة الطوارئ لعام 1945. يأتي هذا التطور الخطير استكمالًا للقرار غير المسبوق لوزير الدفاع الإسرائيلي [بيني غانتس](https://www.npr.org/2021/10/23/1048690050/israel-palestinian-human-right-groups) في [أكتوبر الماضي](https://cihrs.org/the-international-community-must-support-and-protect-palestinian-civil-society/) بتصنيف 6 منظمات فلسطينية بارزة كـ «منظمات إرهابية» بموجب قانون مكافحة الإرهاب الإسرائيلي (2016)، والذي تم تمديده لاحقًا ليشمل الضفة الغربية أيضًا في 3 نوفمبر 2021، في ظل استمرار تجاهل إسرائيل للمعايير والالتزامات الدولية. وهو القرار الذي يعد خطوة إضافية في حملة إسرائيل واسعة النطاق والمنهجية، التي تستهدف إسكات وتشويه سمعة أي فرد أو منظمة تتجرأ على السعي إلى مساءلة إسرائيل عن انتهاكاتها الجسيمة لحقوق الإنسان وجرائم الحرب والجرائم ضد الإنسانية المرتكبة في الأرض المحتلة. علمًا بأن «اضطهاد المنظمات والأشخاص بحرمانهم من الحقوق والحريات الأساسية بسبب معارضتهم [للفصل العنصري](https://www.un.org/en/genocideprevention/documents/atrocity-crimes/Doc.10_International%20Convention%20on%20the%20Suppression%20and%20Punishment%20of%20the%20Crime%20of%20Apartheid.pdf)»، أحد الأساليب التي تستخدمها إسرائيل للحفاظ على هيمنتها وقمعها بحق الشعب الفلسطيني. ولا تزال المنظمات الفلسطينية الـ 7 عرضة لمخاطر إضافية، تتمثل في إغلاق الحسابات المصرفية، وحظر السفر والاعتقال للعاملين فيها. فمثل هذه الهجمات الإسرائيلية، ومن بينها التصعيد الأخير، تشكل تهديدًا وجوديًا لمنظمات حقوق الإنسان الفلسطينية والمجتمع المدني المهتم برصد وتوثيق انتهاكات حقوق الإنسان وتقديم الخدمات الأساسية للشعب الفلسطيني. لذا تدعو المنظمات الموقعة على هذا البيان المجتمع الدولي إلى مطالبة إسرائيلي بإلغاء تصنيفها للمنظمات الحقوقية الفلسطينية كـ «منظمات إرهابية»، وإلغاء الأوامر العسكرية بإغلاق مكاتبها، وإلغاء قانون الإرهاب (2016) لعدم وفائه بالمعايير الأساسية لحقوق الإنسان. ووضع حد لجميع الإجراءات الأخرى التي تحرم الفلسطينيين من حقوقهم الإنسانية الأساسية غير القابلة للتصرف. كما تدعو أعضاء المجتمع الدولي لمواصلة دعمهم وتمويلهم للمنظمات المستهدفة، والعمل مع المؤسسات المالية لضمان استمرار تحويل الأموال للمنظمات الـ7. **المنظمات الموقعة:** 1. 1. 1. 1. 1.
