# رسالة حقوقية تطالب مجلس الأمن والأمم المتحدة بإجراءات عاجلة لحماية الحقوقيات وبناة السلام خاصة في أماكن الصراع

أنضم مركز القاهرة لدراسات حقوق الإنسان إلى أكثر من 350 منظمة حقوقية حول العالم في رسالة مفتوحة إلى الممثلين الدائمين بالأمم المتحدة، بشأن الجهود المبذولة لحماية المدافعات عن حقوق الإنسان وبناة السلام والمدافعات عن المساواة بين الجنسين وقيادات المجتمع المدني من الهجوم والحملات الانتقامية، وذلك قبيل المناقشة السنوية لأجندة المرأة والسلام والأمن، خلال الجلسة الـ 48 لمجلس حقوق الإنسان بالأمم المتحدة، والتي تبدأ فعاليتها 14 سبتمبر الجاري. الرسالة ركزت بشكل خاص على معاناة النساء في مناطق الصراع، وخاصة في أفغانستان، ماينمار، وكولومبيا، اليمن جنوب السودان، وفلسطين. كما تطرقت للحملات الانتقامية الممنهجة بحق القيادات النسائية والسياسيات والصحفيات والحقوقيات والمدافعات بسبب عملهن أو لتعاونهن مع آليات الأمم المتحدة، فضلاً عن وقائع العنف ضد النساء المثليات أو مزدوجات الميل الجنسي، والتأثيرات المدمرة لجائحة كوفيد-19 على النساء والمراهقات والفتيات. الرسالة دعت الأمين العام أنطونيو غوتيريش للتأكد من توفير كافة سبل الحماية والدعم اللازمة للمعرضات للخطر أو للأعمال الانتقامية. كما حثت الأمينة العامة المساعدة لحقوق الإنسان إيلز براندس كيريس على استخدام دورها القيادي في مواجهة هذه الأعمال الانتقامية، وإبراز قضية الاعتداء على المدافعات وبناة السلام وقادة المجتمع المدني من خلال إصدار البيانات المنظمة والإحاطات المستمرة لمجلس الأمن وفريق الخبراء غير الرسمي المعني بالمرأة السلام والأمن، وأصحاب المصلحة الآخرين، والتأكد من أن مكتبها يقود التنسيق مع كيانات الأمم المتحدة الأخرى لتجنب الضرر وتقديم الدعم ومتابعة الحالات الفردية.

#### رسالة مفتوحة إلى الممثلين الدائمين بالأمم المتحدة قبيل المناقشة السنوية لأجندة المرأة والسلام والأمن

 السفراء الأعزاء، إن أجندة المرأة والسلام والأمن (WPS) في جوهرها هي أجندة يقودها المجتمع المدني، بالشراكة مع الدول الأعضاء والأمم المتحدة، للضغط من أجل اعتماد القرار رقم 1325 (2000). وعليه، تطالبكم المنظمات الموقعة على هذه الرسالة، أثناء المناقشة المفتوحة هذا العام حول المرأة والسلام والأمن، بالوقوف بجانب المدافعات عن حقوق الإنسان وبناة السلام والمدافعات عن المساواة بين الجنسين وقادة المجتمع المدني الذين يمارسون دورًا حاسمًا في تعزيز هدفنا المشترك بإحلال السلام وحقوق الإنسان والعدالة بين الجنسين، ويتعرضن جراء ذلك لهجوم لا هوادة فيه. "*في الوقت الحاضر، وفي أنحاء مختلفة من العالم، لا سيما في مناطق الصراع، فمجرد كونك امرأة يعني بالتبعية الاختيار بين القتال لاكتساب حقوقك أو القتال للحفاظ على حياتك*." إن المنظمات الحقوقية الموقعة و[خارج](https://www.frontlinedefenders.org/sites/default/files/no_refuge_-_final.pdf)ها. كما [تتعرض](https://www.wilpf.org/wp-content/uploads/2017/11/Palestine-UPR_web-2-5.pdf) المدافعات **الفلسطينيات** عن حقوق الإنسان للعنف والمداهمات والمضايقات القضائية والاعتقال والاعتداء بالإضافة إلى القيود على الحركة؛ بسبب ممارستهن عملهن وانتقادهن ممارسات قوات الاحتلال الإسرائيلية. ***هذا هو السبب في أنهن بحاجة لدعمكم.*** إن التهديدات والهجمات بحق المدافعات عن حقوق الإنسان وبناة السلام غير مقبولة أينما حدثت؛ إنها تثني النساء، وغيرهن من المدافعين عن المساواة بين الجنسين، عن المشاركة والقيادة، وخاصة اللواتي ينتمين للمجتمعات المهمشة، واللاتي يتعين عليهن التغلب على العديد من الحواجز الأخرى التي تحول دون مشاركتهن في لحياة العامة. وبالإضافة للتأثيرات - منع التهديدات والعنف بحق المدافعات عن حقوق الإنسان، وبناة السلام، وقادة المجتمع المدني وغيرهم من المدافعين عن المساواة بين الجنسين، وتعظيم دورهم في تعزيز السلام وحقوق الإنسان.
- دعوة الأمين العام أنطونيو غوتيريش للتأكد من فهم ودعم كافة موظفي الأمم المتحدة للعمل الضروري والمهم الذي تمارسه النساء من بناة السلام والمدافعات عن حقوق الإنسان، وتوفير كافة سبل الحماية والدعم اللازمة لأولئك المعرضين للخطر أو الذين واجهوا الأعمال الانتقامية. بما يتضمن إتاحة موارد سريعة ومرنة وموجهة للنساء من المجتمع المدني المعرضات للخطر، والتعاون مع المجتمع المدني لإجراء تقييمات للمخاطر والاستجابة للأعمال الانتقامية، ووضع بروتوكولات واضحة لكيفية مطالبة الأمم المتحدة بالاستجابة في الحالات الفردية.

 بعد مرور أكثر من 20 عامًا من اعتماد القرار رقم 1325، نعرب عن شعورنا بقلق عميق من رد الفعل العنيف بحق المدافعات عن حقوق الإنسان، وبناة السلام وقادة المجتمع المدني الآخرين، والتنفيذ البطيء لجدول أعمال المرأة والسلام والأمن. واليوم، ندعو مجلس الأمن وقيادات الأمم المتحدة والدول الأعضاء لاحترام وحماية من هم في صميم أجندة المرأة والسلام والأمن، ونعني بهم المدافعات عن حقوق الإنسان، وبناة السلام وقادة المجتمع المدني، والدفاع عن حقهم في مواصلة عملهم، دون خوف من الانتقام أو المضايقة أو الإساءة. ونؤكد على عدم إمكانية تحقيق سلام عادل ودائم بدون مشاركة وضمان سلامة المدافعات عن حقوق الإنسان وبناة السلام. **قائمة المنظمات الموقعة:**1.
