# على المجتمع الدولي دعم وحماية المجتمع المدني الفلسطيني

تعرب 242 منظمة إقليمية و دولية موقعة أدناه عن تضامنها الكامل مع المجتمع المدني الفلسطيني والمدافعين الفلسطينيين عن حقوق الإنسان، بينما تواصل إسرائيل تصعيد هجماتها في محاولة لحصار العمل الحقوقي وإسكات الأصوات المعارضة للاحتلال الإسرائيلي للأرض الفلسطينية و[التمييز](https://cihrs.org/united-nations-israel-attempts-to-silence-growing-condemnation-of-its-apartheid-regime/?lang=en) [العنصري](https://cihrs.org/united-nations-israel-attempts-to-silence-growing-condemnation-of-its-apartheid-regime/?lang=en) الإسرائيلي بحق الشعب الفلسطيني. كما تحث المجتمع الدولي على اتخاذ كافة الإجراءات اللازمة لدعم وحماية المجتمع المدني الفلسطيني والحقوقيين الفلسطينيين لضمان تمكينهم من مواصلة عملهم. في 22 أكتوبر 2021، أعلن وزير الدفاع الإسرائيلي [هجماتها](https://cihrs.org/side-event-to-hrc-48-urgent-response-needed-to-address-israels-escalation-of-attacks-on-palestinian-human-rights-defenders/?lang=en) بحق المنظمات الفلسطينية المستقلة والعاملين فيها، من خلال حملات التشهير والاتهامات المختلقة والوصم بالإرهاب، كما يعاني المدافعون الفلسطينيون من التهديد والترهيب وحظر السفر والاعتقال بسبب عملهم. هذا بالإضافة إلى استهداف إسرائيل لمنظمات حقوقية [إسرائيلية](https://www.swp-berlin.org/publications/products/comments/2017C36_ass.pdf) مستقلة وأخرى [دولية](https://www.hrw.org/news/2019/11/25/israel-expels-human-rights-watch-director-today) لعملها ضد الانتهاكات الإسرائيلية وتوثيقها. وفي ظل استمرار تجاهل إسرائيل للمعايير والالتزامات الدولية، جاء هذا القرار غير المسبوق بتصنيف 6 منظمات فلسطينية ككيانات إرهابية، كتصعيد جديد في حملة إسرائيل المنهجية واسعة النطاق، بهدف إسكات وتشويه سمعة أي فرد أو منظمة فلسطينية تتجرأ على السعي نحو مساءلة إسرائيل عن انتهاكاتها الجسيمة لحقوق الإنسان وجرائم الحرب والجرائم ضد الإنسانية التي ترتكبها بحق الشعب الفلسطيني. إن اضطهاد المنظمات والأشخاص من خلال حرمانهم من الحقوق والحريات الأساسية، بسبب [الإقامة](https://cihrs.org/palestine-un-special-procedures-must-respond-to-israels-latest-steps-to-approve-the-residency-revocation-of-palestinian-hrd-salah-hammouri/?lang=en)، كعقوبة على العمل [السامية](https://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=27708&LangID=E) [لحقوق](https://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=27708&LangID=E) [الإنسان](https://www.ohchr.org/EN/NewsEvents/Pages/DisplayNews.aspx?NewsID=27708&LangID=E) إسرائيل إلى إلغاء القرار، مؤكدة أن "المطالبة بالحقوق أمام الأمم المتحدة أو أي هيئة دولية أخرى لا يمكن أن يعد عملًا إرهابيًا، وأن الدفاع عن حقوق المرأة الفلسطينية وتقديم المساعدة القانونية للفلسطينيين المحتجزين ليس إرهابًا". كما أدانت عدة جهات دولية فاعلة هذا القرار، بما في ذلك أعضاء في الدولي، والدول الديمقراطية الداعمة لحقوق الإنسان، لمواجهة ازدواجية المعايير التي تنعم بها إسرائيل. لم يعد الصمت مجديًا، في ظل الحاجة لدعم المنظمات الفلسطينية، والتي تتعرض حاليًا لخطر إضافي يكمن في المداهمات ومصادرة الممتلكات والأصول وإغلاق الحسابات المصرفية واعتقال الموظفين وإغلاق المكاتب. فهذه الاعتداءات الإسرائيلية تشكل تهديدًا وجوديًا لمنظمات حقوق الإنسان الفلسطينية المستقلة والمجتمع المدني المهتم برصد وتوثيق انتهاكات حقوق الإنسان وتقديم الخدمات الأساسية للشعب الفلسطيني. وعليه، ندعو المجتمع الدولي لإدانة ورفض تصنيف إسرائيل للمنظمات الحقوقية الفلسطينية "منظمات إرهابية"، وإبطال شرعية هذا القرار دوليًا، ودعوة إسرائيل لإلغائه فورًا. هذا بالإضافة إلى مطالبة إسرائيل بإلغاء قانون الإرهاب (2016) لعدم وفائه بالمعايير الأساسية لحقوق الإنسان و وضع حد لكافة الإجراءات الأخرى التي تحرم الفلسطينيين من حقوقهم الإنسانية الأساسية وغير القابلة للتصرف. كما نحث أعضاء المجتمع الدولي دعم المنظمات الفلسطينية الـ 6 والمجتمع المدني الفلسطيني ككل علانية، وبشكل خاص، نطالب الدول الأعضاء في الاتحاد الأوروبي، وخاصةً الدول الداعمة والمانحة للمجتمع المدني الفلسطيني، بضمان إخطار البنوك والمؤسسات المالية الخاضعة لولايتهم القضائية بأن تصنيف إسرائيل للمنظمات الفلسطينية لا أساس له وغير قابل للتطبيق.
