# نداء موحّد لمواجهة المجاعة في غزة: أطلقوا القافلة الدبلوماسية الإنسانية الآن

مؤسسات المجتمع المدني الفلسطيني، وإلى جانبها منظمات إنسانية وحقوقية حول العالم، تطلق هذا النداء العاجل والموحّد لوقف المجاعة التي يصنعها الاحتلال في غزة. على المجتمع الدولي أن يتحرك فورًا وبحزم، ويتحمل مسئوليته الأخلاقية والقانونية الكاملة. نشهد اليوم **تجويعًا متعمدًا للسكان المدنيين في غزة كوسيلة من وسائل الحرب**. أكثر من مليوني فلسطيني في غزة يعيشون في حالة مجاعة. فمنذ 2 مارس 2025، منعت إسرائيل دخول كافة المساعدات الإنسانية والمواد الأساسية للحياة، فيما يعد أطول حصار تشهده غزة على الإطلاق. وقد أطلقت كل من «[اليونيسف](https://www.unicef.org/press-releases/statement-unicef-executive-director-catherine-russell-situation-children-gaza-strip)» و[مكتب تنسيق الشئون الإنسانية (OCHA)](https://www.ochaopt.org/content/statement-humanitarian-country-team-occupied-palestinian-territory-principled-aid-delivery-gaza) تحذيرات عاجلة: ففي ظل القصف المتواصل، دُمّرت الأراضي الزراعية، وتم منع الوصول لمياه الصيد، فيما أغلقت المخابز والمطابخ المجتمعية أبوابها، ونفدت الأغذية، ويتصارع الناس على المياه، فيما يذهب **الأطفال إلى النوم وهم «[يتضورون جوعا](https://news.un.org/en/story/2025/04/1162696)»**. كما أن 92% من الأطفال دون سن الثانية والأمهات المرضعات لا يحصلون على التغذية الكافية. بينما نفدت أكياس الدم من [المستشفيات](https://news.un.org/en/story/2025/05/1162851?utm_source=UN+News+-+Newsletter&utm_campaign=7f736911c2-EMAIL_CAMPAIGN_2025_05_03_12_00&utm_medium=email&utm_term=0_fdbf1af606-7f736911c2-108178718)، ولا يجد المصابون بالحروق ماء لإنقاذهم. وفيما استنفدت [الأونروا](https://www.unrwa.org/resources/reports/unrwa-situation-report-168-situation-gaza-strip-and-west-bank-including-east-jerusalem) و[برنامج الأغذية العالمي](https://www.wfp.org/news/wfp-runs-out-food-stocks-gaza-border-crossings-remain-closed?_ga=2.214627934.893936614.1746210007-990157183.1746210007) مخزوناتهما؛ تتحرك إسرائيل ل[تفكيك](https://www.ochaopt.org/content/statement-humanitarian-country-team-occupied-palestinian-territory-principled-aid-delivery-gaza) نظام الأمم المتحدة لتوزيع المساعدات. في 11 أبريل 2025، [أعلنت](https://en.pngoportal.org/post/3855/Urgent-Appeal-from-the-Palestinian-Non-Governmental-Organizations-Network-PNGO-Stop-the-famine-Stop-the-genocide-in-the-Gaza-Strip) شبكة المنظمات غير الحكومية الفلسطينية دخول غزة مرحلة متقدمة من المجاعة، تلاها [إعلان رسمي](https://pmo.pna.ps/en/Article/5725) من دولة فلسطين باعتبار قطاع غزة منطقة مجاعة، مع الدعوة إلى تدخل دولي عاجل، بما في ذلك بموجب المادة 99 من ميثاق الأمم المتحدة. لقد بدأت الوفيات الناجمة عن المجاعة بالحدوث منذ مدة، ومن المتوقع أن ترتفع بشكل حاد إذا استمرت الظروف على ما هي عليه. وفقًا [للتصنيف المرحلي المتكامل للأمن الغذائي (IPC)](https://www.ipcinfo.org/fileadmin/user_upload/ipcinfo/docs/IPC_Gaza_Strip_Acute_Food_Insecurity_Malnutrition_Apr_Sept2025_Special_Snapshot.pdf)، يعاني جميع سكان غزة من انعدام الأمن الغذائي الحاد، فيما يواجه نصف مليون شخص التجويع. هناك خطر داهم أن المرحلة الخامسة من تصنيفات المجاعة (الكارثة) على وشك التحقق؛ الأمر الذي يفرض ضرورة اتخاذ إجراء فوري. رغم هذا الواقع الكارثي، لا تزال أكثر من 3,000 شاحنة مساعدات و116,000 طن متري من الغذاء [جاهزة](https://x.com/UNRWA/status/1917126719863197887) للدخول إلى غزة، **لا** **يمنعها من ذلك سوى الاحتلال الإسرائيلي وحده**. وذلك في تحدٍ سافر للمبادئ الأساسية للقانون الدولي، والتي تم التأكيد عليها في أوامر قانونية ملزمة، من بينها التدابير المؤقتة الصادرة عن محكمة العدل الدولية في قضية جنوب إفريقيا ضد إسرائيل، وهي الأوامر التي ما تزال حتى الآن دون تنفيذ. لقد وجه الأمين العام للأمم المتحدة أنطونيو غوتيريش نداء للمجتمع الدولي [قائلًا](https://www.un.org/sg/en/content/sg/statement/2025-04-29/secretary-generals-remarks-the-security-council-the-middle-east-delivered-scroll-down-for-all-english-and-all-french?_gl=1*1ypsatv*_ga*MjI1MjE5MS4xNjgwNzAzOTcz*_ga_TK9BQL5X7Z*MTc0NjA4OTc5MC4yNDQuMS4xNzQ2MDkwNjI5LjAuMC4w*_ga_SCSJZ3XC0L*MTc0NjA4OTc5MC40LjEuMTc0NjA5MDYyOS4wLjAuMA..*_ga_S5EKZKSB78*MTc0NjA5MDMzNC4xNDYuMS4xNzQ2MDkwNjI2LjUwLjAuMA..): *«المساعدات الإنسانية ليست محل تفاوض... يجب استئناف دخولها فورًا... يجب عدم عرقلة إيصال المساعدات الإنسانية. هذا ليس الوقت المناسب لتقديم الدعم الشكلي أو الاكتفاء بالإجراءات السطحية».* وفي 29 أبريل 2025، [حذر](https://www.ohchr.org/en/press-releases/2025/04/turk-calls-world-prevent-total-humanitarian-catastrophe-gaza) المفوض السامي لحقوق الإنسان فولكر تورك من الانهيار الكامل للدعم الإنساني المنقذ للحياة، قائلًا: *«الدول الثالثة تحمل على عاتقها التزامات واضحة بموجب القانون الدولي لضمان وقف هذا السلوك فورًا، ويجب أن تتصرف على هذا الأساس».* **لذلك، ندعو إلى التنظيم الفوري وإطلاق قافلة دبلوماسية إنسانية عالمية إلى غزة عبر معبر رفح.** **ندعو دول العالم إلى الانضمام إلى هذه القافلة من خلال إرسال بعثات دبلوماسية رسمية –على أرفع مستوى ممكن– لمرافقة شاحنات المساعدات المنتظرة بالفعل عند معبر رفح، والدخول إلى غزة برفقتها**. وهو ما تفرضه الالتزامات القانونية الدولية، وشجاعة الضمير، والتضامن الإنساني. وبناء عليه، ندعو لما يلي:

1. نطالب جميع الدول **بالإعلان العلني عن نيتها الانضمام إلى القافلة الإنسانية** من خلال إرسال بعثات دبلوماسية رسمية لمرافقة شاحنات المساعدات إلى داخل غزة عبر معبر رفح. سيتم الإعلان قريبًا عن موعد محدد لانطلاق القافلة. كما يجب على الدول **رفض تسييس المساعدات الإنسانية** وآليات التوزيع التي تقترحها إسرائيل، والتي تعسكر توزيع المساعدات الإنسانية وتتجاوز وكالات الأمم المتحدة والمنظمات الإنسانية.
2. نحثّ جميع الدول على **التنسيق مع الأمم المتحدة والحكومة المصرية** لتسهيل دخول القافلة وضمان المرور الفوري والآمن للمساعدات الإنسانية والفرق الطبية والعاملين في مجال الإغاثة.
3. وفيما قد تمتنع بعض الحكومات المتواطئة في الجرائم الجارية في قطاع غزة عن المشاركة في القافلة، فإننا **ندعو الدبلوماسيين وأعضاء البرلمانات والوزراء** من تلك الدول إلى الانضمام إلى القافلة بصفتهم الشخصية.
4. نحثّ **وسائل الإعلام العالمية على مرافقة القافلة** لتوثيق المجاعة، وكشف الحصار.
5. ندعو **المجتمع المدني العالمي**، بما في ذلك المنظمات غير الحكومية، والنقابات العمالية، والمجموعات الطلابية، والأحزاب السياسية، وشبكات التضامن، إلى التحرك الفوري؛ **للضغط على حكوماتهم من أجل دعم القافلة**، وتقديم الدعم المادي والسياسي والجماهيري لها.
6. ندعو الأمم المتحدة إلى إعلان غزة فورًا منطقة مجاعة استنادًا إلى البيانات الموثقة، وأن تدعم هذه الدعوة الموحّدة من خلال تيسير القافلة دبلوماسيًا، والمشاركة فيها، وتأييدها بشكل فعّال.
 
 **هذا واجب إنساني وأخلاقي.** إن القافلة الدبلوماسية الإنسانية ستشكل خطوة تاريخية لكسر الحصار، وإنهاء التجويع، وتأكيد الإدانة العالمية لاستخدام الجوع كسلاح حرب. وترتكز هذه الدعوة على القانون الدولي، والقيم الأخلاقية المشتركة، واتفاقية الإبادة الجماعية، والتدابير المؤقتة لمحكمة العدل الدولية، وميثاق الأمم المتحدة، والعديد من قرارات الأمم المتحدة، ومنظمة التعاون الإسلامي، وجامعة الدول العربية، والاتحادين الأوروبي والأفريقي. إن التقاعس عن التحرك سيؤدي إلى وفاة جماعية بسبب المجاعة، وسيمكّن من ارتكاب المزيد من الجرائم الجسيمة، ويقوّض النظام القانوني الدولي. لذلك، نحن نخاطبكم اليوم: **دعوا غزة تعيش. أنهوا التجويع. أوقفوا الحصار. افتحوا المعابر.** **أطلقوا القافلة الدبلوماسية الإنسانية الآن.** **المنظمات الموقعة:**1.
