In an Oral Intervention to the UN Human Rights Council:
Yesterday, March 20, 2013, the Cairo Institute for Human Rights Studies (CIHRS) presented an oral intervention on the state of human rights in Libya before the United Nations Human Rights Council (HRC), whose 22nd session is currently convened in Geneva and will continue until March 22.
While CIHRS commended the Libyan government for its initiative in presenting a draft resolution to the HRC on technical assistance to Libya in the field of human rights, it also called attention to the rights violations which continue to be committed in the country, including by armed militias.
CIHRS affirmed that addressing these human rights violations and putting an end to impunity “will be necessary to ensure that the country moves toward democracy and respect for human rights.“
CIHRS further called upon the Libyan authorities to make the passage of legislation protecting human rights of Libyans a top priority during the transitional period seen in the country. CIHRS urged that such legislation should be in line with international standards, asserting, “The process of reforming legislation in Libya should be rooted in a human rights-based approach. Laws pertaining to freedom of association, freedom of expression, and the right to peaceful assembly and protest should be in conformity with international standards.”
In closing, CIHRS encouraged the Libyan government to continue collaborating with the UN Office of the High Commissioner for Human Rights, particularly with regards to reporting on the situation of human rights in Libya to the HRC.
