منظمات حقوقية تدعو أعضاء الكونجرس الأمريكي لتبني قانون «أصوات عالمية من أجل الحرية» حماية للمدافعين عن حقوق الإنسان

السيدات والسادة أعضاء مجلس الشيوخ الأمريكي،

نكتب إليكم، نحن المنظمات الموقعة أدناه، تعبيرًا عن تأييدنا الواسع لقانون أصوات عالمية من أجل الحرية (البند S.962)، والذي قدّمه رئيس لجنة العلاقات الخارجية السيناتور روبرت مينينديز في وقت سابق من العام الجاري، ودعمه الأعضاء؛ بن كاردين، وجين شاهين، وكريس كونز، وكريس ميرفي.

تهتم منظماتنا على المستوى الدولي بمجموعة من القضايا التي تسهم في خلق عالم أكثر عدلًا وأمانًا وديمقراطية. ويعتمد عملنا بشكل أساسي على قدرة شركائنا المحليين الحفاظ على أمنهم وسلامتهم في بلادهم؛ حيث يدعون لإصلاحات من شأنها تعزيز السلام وحقوق الإنسان والديمقراطية والتنمية وحرية العمل المدني والحرية الدينية والقضاء على الفساد. ولكن العديد من شركائنا، وغيرهم من الإصلاحيين المحليين، يواجهون في واقع الأمر هجمات تهدد سلامتهم وأمنهم الشخصي.

واتساقًا مع الجهود المتزايدة التي تبذلها الولايات المتحدة لمواجهة تنامي الأنظمة القمعية؛ فإن مصلحتها الوطنية تقتضي دعم هؤلاء الإصلاحيين الشجعان، الذين يُشار إليهم عادةً بالمدافعين عن حقوق الإنسان، هؤلاء يخاطرون بحياتهم دفاعًا عن الديمقراطية والإصلاح في أوطانهم.

يواجه المدافعون عن حقوق الإنسان هجمات متصاعدة من خلال؛ توظيف نظم المراقبة المتطورة لتحديد هوياتهم واستهدافهم، والممارسات القمعية غير القانونية، وقد يصل الأمر حد الهجمات المباشرة. كما يواجه العديد منهم ملاحقات أمنية واحتجاز تعسفي وتعذيب ومراقبة، إلى جانب تهديد عائلاتهم وأصدقائهم. وبعضهم قد دفع حياته ثمنًا للمطالبة بحقوقه، وإعلاء كلمة الحق في وجه السلطة.

إن لأعضاء مجلس الشيوخ الأمريكي تاريخ طويل في دعم المدافعين عن حقوق الإنسان؛ إذ سبق وقدم المجلس لأكثر من عشرة سنوات تمويلًا لمنح الطوارئ لمساعدة المدافعين المعرضين للخطر. كما سبق ودعا أعضائه الإدارات الرئاسية (المتعاقبة) من كلا الحزبين السياسيين، لسنوات عدة، للمطالبة بالإفراج عن المحتجزين بشكل تعسفي، والعدالة لمن قُتلوا. ومن ثم؛ فإننا نشارك السيناتور مينينديز تصوره حول إمكانية بذل المجلس المزيد من الجهد في هذا الصدد، بل نتصور أنه يتعين عليه ذلك؛ لا سيما في ظل الظروف الصعبة التي يعمل في إطارها الدبلوماسيون الأمريكيون للدفاع عن الديمقراطية وحقوق الإنسان وتعزيزهما.

إن إقرار قانون أصوات عالمية من أجل الحرية يتطلّب من الولايات المتحدة تبنّى نهجًا استراتيجيًا مدفوعًا بالنتائج، وتعديل منهجية الحكومة الأمريكية بالكامل لدعم المدافعين عن حقوق الإنسان. كما سيمنح هذا القانون الدبلوماسيين أدوات للمراقبة والإبلاغ والتنسيق التي يحتاجون إليها لدعم عملهم، ويوسع مظلّة حمايتهم في الأمم المتحدة وغيرها من المجالات والآليات الدولية متعددة الأطراف. بالإضافة لكون القانون سيتيح للمدافعين عن حقوق الإنسان التواصل مع السفارات الأمريكية وطلب الدعم منها بشكل أكثر يسرًا وأمانًا.

ختامًا؛ نشكر قيادتكم المستمرة من أجل قضية حقوق الإنسان. ونتطلع إلى انضمامكم للسيناتور مينينديز في الوقوف مع المدافعين عن حقوق الإنسان، وتأييد إقرار هذا القانون المهم.
